We encourage gifted and mature students to participate in the broader operations of WCE. While adult Professional Advisors and Mentors are necessary for excellence in secondary school and college preparation, we recognize that many students feel more comfortable interacting with their peers. Our high-achieving and mature students, thus, have the opportunity to take an active role in educating their fellow students through supervised, peer-mentor sessions.
We believe that making friends with students from different schools and diverse backgrounds is a necessary adjunct to an academic program of secondary school and college preparation. We want our students to enter the secondary schools and colleges of their choice, but we also encourage social enrichment and confidence building that will aid their future endeavors.
Student Volunteers who have demonstrated excellent commitment to helping other young students and who have contributed more than 500 hours of tutoring service are appointed by the President of WCE as Student Tutors. Thus far, from WCE’s inception, only a few Student Volunteers have been appointed and granted the prestigious title of Student Tutor.

A few select, gifted, and mature students are nominated and elected by other Student Volunteers and Tutors to serve as Student Leaders and Officers. Before these students officially start serving as Student Leaders, the adult Directors must approve and confirm their Student Leadership assignments. These peer-elected students assist with the tutoring and mentoring programs in leadership roles. The Student Leaders also assist in developing, coordinating, and implementing various fundraising, civic service, community outreach, and global vision strategies and activities.
Student Leaders learn that they serve as leaders of our educational organization as well as leaders of our local and global community. Through various local and global community educational experiences, they learn critical, real-life skills that will help them grow intellectually and personally as outstanding future leaders of our community and our world.

In January of 2003, by Executive Order, President George W. Bush announced the formation of the President’s Council on Service and Civic Participation. The Council was established to recognize the important contributions Americans of all ages are making within their communities through service and civic engagement. One of the first priorities of the Council was to establish this volunteer recognition program.
To officially recognize and publicly respect volunteering students and adults for their selfless and self-sacrificing services to the young people and the communities we serve, WCE has become an Official Certifying Organization of the President’s Volunteer Service Awards (PVSA). As a Certifying Organization, WCE is approved to review and verify a volunteer’s service hours and nominate and distribute the President’s Volunteer Service Awards.
Global Leaders Council (GLC), a division created and monitored by WCE, is comprised mostly of Student Leaders and a few Chief Advisors serving as voluntary adult mentors. GLC is also referred to as the Student Executive Committee. GLC is responsible for (1) identifying and nominating PVSA honorees, (2) presenting the awards at the annual PVSA Ceremonies, and (3) recording and forwarding information on PVSA honorees to the President’s Council.
As the Certifying Organization of the President’s Volunteer Service Awards (PVSA), we are proud to serve as the national partner of the President’s Council on Service and Civic Participation. We are privileged to learn about – through the PVSA nomination process –many dedicated, selfless community heores who serve and honor our communities in their own unique ways.
In order to demonstrate our appreciation for our young PVSA honorees’ selfless acts and share with others their notable civic services, we go above and beyond our requirements as a Certifying Organization. In addition to fulfilling the obligations outlined above, we also strive to further our young PVSA honorees' reputations and futures by:
(1) Nominating or Reporting Civic Service Stories to the Media.
The Global Leaders Council (Student Executive Committee) will review young honorees’ nominations, volunteer reports, and leadership stories. Then, the GLC will nominate and/or report those with exceptional heroic and/or leadership experiences to appropriate media organizations such as -
CNN Heroes (for the 2009 year)
Global-Leaders.Org (currently under construction)
(2) Nominating or Reporting Achievements to Scholarship Foundations.
GLC will assist exceptional young PVSA honorees, who are leading our communities to a brighter future, to identify, apply for, and acquire scholarships and/or grants (such as from the Bill Gates Millennium Foundation).
(3) Providing Professional College Planning Services.
Additionally, the GLC will assist these exceptional young PVSA honorees in identifying, applying for, and securing admissions to the colleges of their choices. These young folks will not be asked to pay anything for these professional services for which many college planners (in the private sector) charge thousands of dollars in today’s competitive college and graduate school admissions environment.

In order to ensure that we have the most accurate and updated information on all honorees’ civic services, we ask them to fill out the Volunteer’s Report. We also encourage honorees to attach to the Volunteer’s Report any additional information they (or their parents / guardians) desire to share with us.
